Foreign Government talent Recruitment Programs
DOE Order 486.1 requires that the Lab’s contract be modified to implement additional requirements related to foreign government talent recruitment programs. Employees are prohibited from engaging in outside activities that are funded, sponsored or supported by a foreign government talent recruitment program of countries of risk, which at this time, is limited to China, Russia, Iran, and North Korea. This list is subject to change.
We’ll address these new requirements through an extension of the Lab’s existing Outside Employment and Consulting Policy. The key requirement is that employees and others must self-identify their participation in a foreign government talent recruitment program.
